Paul Dugsin operates at the intersection of deep technology, governance, and critical infrastructure — advising, investing, and governing at the level where these forces actually intersect. As Founding General Partner at Raiven Capital, he leads an early-stage venture fund investing in AI, IoT, and emerging technology across North America, the Gulf, and beyond. Over 25 years, he has raised over $1 billion in capital for client initiatives spanning high-performance computing, cleantech, advanced materials, and health technology, with 15 years of direct investment experience, and four successful exits — including Whizmo (fintech), Wayout Water Systems (cleantech), and Shopistry (e-commerce).

His board and governance work spans healthcare and agriculture — serving on the boards of St. Joseph's Healthcare London, the Lawson Research Institute (one of Canada's top ten health research organizations, affiliated with Western University), and Vertical Harvest Farms, where he chairs the Board of Directors. He is a Senior Associate at the University of Toronto Munk School of Global Affairs and Public Policy, supporting research on innovation policy and technology commercialization.

Paul has spoken at major technology, investment, and diplomatic conferences across four continents: as an Innovation Champion Speaker commissioned by the Government of Canada for a paid three-city India tour in 2023, at LEAP Riyadh (three editions), DDC Athens, Collision Toronto, FIME, and TSAM. His talks are known for their intellectual rigour, their refusal to traffic in AI hype, and a practitioner's depth on how organizations, institutions, and economies make decisions when the technological ground is shifting beneath them.

He holds a TRIUM Global Executive MBA — the joint programme of NYU Stern School of Business, the London School of Economics, and HEC Paris — and an Honours Business Administration degree from the Richard Ivey School of Business at Western University.
